Danny Cevallos: Does the buck ultimately stop at the president, especially since he's asking for another four years in office? He says Congress created this debt and now they're simply trying to hold American economy hostage. Cevallo: McCarthy should reach over to enough Democrats who will absolutely vote with with a minority of Republicans or plurality of Republicans; that would be easy done. But the president is the boss of his party.
