The way society is structured disincentivises educated, professional people from having a second or third child. I don't think that the gaps in numbers that we're talking about are all that enormous. People care about the impact on their relative standard of living of these things. And so i think a programe that gives people, you know, child allowance, tipe money, or that organizes after school activities for people does have an impact....
