Undercover agent Bill says his agents had a really hard time getting arrested, in part because the cops knew how corrupt the system was. The fbi decided to try staging more serious crimes, including felonies. That's when terry hake entered the scene, playing the role of the dirty defense lawyer. Scores of bribes were documented. Thousands of hours of conversations were taped incriminating cops, judges, lawyers and bagmen. And it seemed like maybe finally, the city of chicago was going to get cleaned up.
