The Commission's Report on the Prison System
The Commission report really ran out of momentum. It was kind of hamstrung by its own metric, i.e., the rigid comparison with the Nazi camps. No one wanted to pursue this at this period. I mean, the cold will really squander any kind of international meaningful response.
