The Temple Priesthood and the Roman Occupation
The temple priesthood who are in league with the Romans and allowed by the Romans to do what they do and make good money doing it. They are employees of Rome. And it's a riot against not just the Romans, but the temple priesthood. The difference with Judea and everywhere else is that the landed aristocracy in first century Judea were the priests. So that forced Rome to do something that they didn't want to do, which was to maintain a close relationship with the foreign cult.
