You may spend one command counter, one command token from strategy to discard that agenda and reveal one new from the top of the agenda deck. There is a veto action card that does this exact same thing. You do have to have the command counters available to be able to do this ability. And it comes in handy, right? It's got its moments in the sun. But I would say its value has gone down with Codex III.
