The main connection here comes through a guy named Bert Lance, who was kind of like an infinously corrupt, short-lived director of the Office of Budget and Management under Carter. And so we don't really know how Stevens and Lance kind of got hooked up. We know that it happened around 1975. There's a pretty spooky oil man. Yeah, he comes up in the book a lot.
