The First Law of Scaling Is Scaling
When you scale an idea from the academy to the large, that alone will cause a voltage drop. And i think it's really the first law of scaling, is what i would call the voltage effect. It looked great in the peatree dish, but when they scaled it, it wasn't so great. Now, where the policy makers were wrong is that it's not a silver bullet problem. In fact, scaling is more akin to a weakest link problem. Think about airport security. Your your aerplane is only as secure as the weakest link in the safety latter.
