Having the best people, the most influential and important people in the culture, be good people isn't a fact about the organization; that's a factabout the people. But if you have bad people at thetop, it's just hard for any amount of organizational safeguarding to prevent bad behavior throughout the whole organization. i am not a social scientist, i should say, and that is my very personal, very non evidence driven judgment so i might be wrong about that, but there you go.
