One of the things that sichal gets up to in berlin is making connections with a bunch of former notes. In at least at least one big example, i think others as well, using their sort of expertse in their contacts to further their own intelligence operations. There's this kind of gradual process ofe the use of the notes and the post wa they were first used for analysis. And then it just kind of becomes this gradual process that youow, first you're using them just for analysis, bu then you'reusing them for operations.
