If we know how to prevent people having murderous intentions, we should prevent them. An earthquake has no intent as such. It's not motivated twisting a moustache and concocting plans about how to hurt lots of people. But then, apparently, nor does a psychopath feel anything, or rather, anything but joy. What matters is what goes on out there in the real, ontologically objective world. Are problems being solved or not? Are they being exasperated or not?
