The advantage goes to those who set up their space-based infrastructure before their planet rather than landing on some planets and then building your space infrastructure like we did. You want a place that's going to be resilient when the time comes to start overhauling the planet so tectonically active spots are not a great pick. Many Amish families near my farm for instance have solar panel arrays to parallel lighting and will use a credit card at the store but will not use a computer or car nor own a bicycle.
