Steve Carcetano ran a troubled teen program that cost upwards of $12,000 per kid. His untrained counselors were paid only $800 a month. A woman named Gail Palmer opened her own program called Summit Quest and she up the price to $13,900 per kid. Because of Gail's an experience, a 15 year old girl named Michelle Sutton died of dehydration just months after the program was established.
