The Relational Nature of Defense Acquisition

Before scientific management was thoroughly applied to defense acquisition, research and development was carried out on a more relational basis. The Navy did not enter into the contract with McDonald aircraft thinking it complete by any means. In 1980, the C17 specification consisted of 13,516 pages and over 35,000 pieces of art. Admiral Hyman Rickover understood the power of relational contracts to accomplish ambitious programs.
