Socrates has a commitment to finding a place for everyone and making them, you know, be their best selves. On the other hand, he has certain metaphysical commitments and ways of posing blems that end up introducing all of these zero sam trade offs. He's building towards the idea that then, if you're not going to have a society where everyone is a philosopher, the philosophers should be in charge. This is the platonic idea of the philosopher king.
