The Correlation Between Welfare, Foreign Policy, and Civil Rights

CNN's John Sutter looked at the correlation between political ideology and congressional districts. He found that on civil rights issues, there was a positive correlation but not large enough to be statistically significant. But he says it doesn't mean each district is getting what they want from Congress. The paper has some potential concerns about measuring liberalism of members of Congress in different ways than those used by voters.
