The Virginia Plan
The plan is to get a bunch of delegates together and make changes to the articles of confederation. But Madison has a different idea. The Virginia Plan did basically was throw out the articles and start on a blank piece of paper. And that was audacious and it was also very smart because people wouldn't bring to the debate all the old arguments they'd been having for six years under the articles.
