Is There a Maritocracy?

In traditional a democratic theory, one of the important things is information. So can you imagine in this structure having stipulated reporting requirements for amaritocracy as something that fits into your architecture? Yet there may be explicit balancing of who has what authority and what responsibility. I don't have more responsibility means i'm likely to get trapped because something's going wrong but i can't fix it. Or you might end up with situations were yo have more authority and not as much responsibility, which is a kind of tyranny. You know, there's no feedback mechanism that essentially stabilizes it, aside from hitting the red button and essentially starting over.
