At the heart of the doctrine of the neoconservatives, in the pact for the new American century, they wrote down in 1996, seven. They said there shall be no emergence of arrival power. It was very clear it was about power. And they have stuck to that doctrine, which is if you start to get dangerous in any way or have power, we're going to knock you out. I don't believe it can work. But that is, unfortunately, a policy of the United States following.
