Tail wind is more restrictive than talwind, so conceptually you can see more experimentation in theusin talwin. But at the end of the day, yet, like, if you want a web site that that looks like a 20 20 tech web site, you use tallwind. Its a bootstrap, and that that is both good and bad. The goal of a design system is to put constraints on what you do so it's consistent with your branched ideas. And trying to find ways to allow people to have creative space in that space is nike. I think i wouldn't be surprised if that was built on something like tail wind.
