What Is the Difference Between Police and Police?

For a public bureau or office to be understood as police, it really has to combine all of those above five functions. For example, the fbi is tasked with investigating crimes and serving warrants, but they do not patrol. An even more stark example would be the us Marshals who exist specifically in order to serve warrants across state lines. They perform that specific function, but they don't respond to alarms. So again, we might call them enforcement, but they are not police. This is a very sort of broad task or function that we still assign to police, but that also is very significant," he says.
