But as anyone who has studied neutrality knows, there are a lot of both domestic and foreign policy implications about how you force people to respect that decision. So washington thought it would be really helpful to have the supreme court justice's input in trying to figure out how to enforce that decision. And by my count, no other president has ever done so well.
