Do we need a global organization to oversee these these disasters, and try to pull together the climate message along with the disastr response message? Well, i think the dangers in the debate about so called global warming is that it suggests something incremental. We don't talk about gold global boiling, which would sound more dramatic. Now, second point, there are global organizations. There are global u n agencies. But they are struggling to keep up with the tide of human misery that exists in an inner world which is undermanaged and mismanaged. And that's a mismatch that leaves you with the kind of problems that we've got today.
