Back in the cold war, it was merely men who would be doing this. And most wel a lot of these men said, i'm simply not doing it. Sheffield and manchester local councils declared themselves nuclear frizons - we're not building a shelter. They were obliged to by they said, we're not going along with a silly charade. The concern swetched wholly to what they call continuity of government. Even if briton is only a few guys and suits and a few bunkers, at least they can still come above ground eventually, and weave a flag and say, briton are still here. So, ha, ha to the soviet union
