The Pathfinder and the Traffic Cops

Lester Brown and Michael Wren were both arrested for illegal drug activity. The initial stop is done without probable cause or reasonable suspicion of any drug activity, right? To stop a car, you need reasonable suspicion under the Fourth Amendment; to arrest someone, you need probable cause. But probably their clearest and best argument that they definitely have probable cause for a traffic infraction is when they see them turn without signaling.
