Pope Leo confessed it dogmatically in the year 447, even before the Council of Roman 451. The Western tradition expresses first the concept central communion between Father and Son. But Eastern Orthodox bishop Callistus Ware said 20 years ago that he had written a book called the Orthodox Church.
