Are We Getting Experts From American Civil Society Leaders?

I started my career working for a group called national democratic institute. I was living in palestine and israel and then egypt. We need to be comfortable with the idea that civil society leaders can be great changed. It doesn't always have to come down to the ambassador. There're times when the ambassador maybe is the wrong person eh to make that.
