The Importance of Communication in Change Management

I feel that in not the IT sector, the data sector doesn't like working with people. We are more antsy when it comes to a lot of interaction and change management requires a lot of communication,. So do you feel change management is for everybody or it's more on the business side or just for specific individuals? All up the above, I think. When the data feels so often that people need to be data literate or educated in data - this also applies to change management ultimately.
