Is There a Problem of Luck in South Africa?

In a democracy, people are going to act in their self-interest and protect what they perceive their rights to be. That's the case even in a democracy and a role in the situation. The difficulty with that sort of anarchist account is that it's very easy to imagine these politically unstable situations. In other words, if I know that my co-citizens have bought into notions about justice...I'm much more likely to act in a way that respects people's rights.
