In your book, you break down the practices into multiple areas like requirements elicitation, analysis, specification, validation, and management. The practice number 19 is actually talking about establishing and managing requirements baselines. A baseline is really just an agreement. It says that for some body of work, whether that's a single development iteration, or a release,. Or an entire project, and product. And so what we're doing is we're saying when a change comes along, how does that affect our current and future plans?
