The Common Good and the Order of the Heavenly City

The order of the heavenly city is achieved first by contemplating the common good, which is God. But then in contemplating as a communion, the saints in heaven achieve an order internal to themselves with each other. The goods that the earthly city pursues are goods that are what we would call in economic jargon rival risk goods. It seems like there's two levels of the common good for Thomas on lots of areas. There's the natural and the supernatural and we seem to be jumping straight to the supernatural.
