Is There a Regression to the Mean in Medicine?

The idea that praise is ultimately punished, because there's going to be a regression to the mean to the mean. This concern plays a huge role in the design of good medical research or really any field that seeks to find remedies for problems. And if you don't have a medication that's tested with control groups and randomized allocation into the groups, then how do you know that the medicine actually did anything at all?
