The big difference is truth versus certainty. So theories are the true or false, but we can ever be certain of the truth or certain of falsity. We could always be wrong about the light experiment. But so it's always certain enough for practical purposes to move on to the next thing. At no point are assumptions ever untouchable or unquestionable.
