The reason that it's air and not are is because the previous vowel is, ooh, which is plus ATR. And so you have to add a plus ATR vowel, which is air. The only other plusATR vowel is O. You usually get that one because a previous O will round any low vowel later on in the word. Less, there is a high rounded vowel after it somewhere in theword. And it breaks the rounding harmony.
