Most consumer side resources, ultimately are dependent on the utility to connect them. Investor and utilities have blocked transmission from coming online that would enable generation that they don't themselves own from connecting to the grid. Beyond slowing down interconnection cue, many utilities have engineered the policy environment to put a cap on the amount of rooftop solar that can be a share of generation.
