I want to pick up on this point that you just made about a how it plays out in terms of domestic legitimacy where governments are insecure. It seems that your cors argument refruits the idea that, and i quote, reciproal countries usually do not have the power to shape the strategic purposes and the implementation patterns of foreign aid programmes. Rather, aid recipient governments instrumentalize foreign aid in ways that bolster their domestic political legitimacy. That is fundamentally wrong. And at least in the story of united states foreign aid, just intuitively right.
