Haiti and the New Governor
In 1798, a new governor arrived on the island to replace the hapless Sontenac's. General Gabriel de Edouville brought thousands of fresh troops from France with him. The French government probably also had some legitimate concerns about the idea of one man having total control over both the civilian administration and the military.
