Haiti and the New Governor

In 1798, a new governor arrived on the island to replace the hapless Sontenac's. General Gabriel de Edouville brought thousands of fresh troops from France with him. The French government probably also had some legitimate concerns about the idea of one man having total control over both the civilian administration and the military. Above all, they wanted Haiti to remain French. Both men knew that beneath the polite facade, they were engaged in a struggle for power.
