The first proposal for something like a non-proliferation treaty comes in 1958 and it comes from the Irish Foreign Minister Frank Aiken, the United Nations General Assembly. The Kennedy administration began to develop a new articulation of military posture that would depart from massive retaliation based upon nuclear superiority. This is an incredibly sweeping history and can sprawl without a certain amount of pruning. But suffice it to say, this notion had a much longer history that dated back to the Cold War.
