There's no explicit rule against it. You can sit and buy a cup of coffee and use it as your home office for hours. And they never say, can I get you anything else? Meanwhile, people who come in and like this is down for 15 minutes, can't find a table. It's basically a rent-free loan all day with a purchase of anything. Even if you just sat down, they probably would leave you alone too. Kind of like a public library with coffee on the side. Yeah.
