The Need for Treaties Around Nuclear Power Plants

There are the need for treaties around nuclear power plants. I think it's unlikely that the US would use nuclear weapons if there's an invasion of Taiwan. Using them against Taiwan would be using them against their brotherhood. The United States has an extra incentive to use nuclear weapons because we don't have the conventional power that could potentially shoot down.
