What's the Hardest Single Vote to Cast?

In 48 years in office, what's been the hardest single vote to cast? Well, that one was difficult. I mean, I thought I was with the right vote, but I knew that politically I'd catch heck for it. And every one of these things, I would say to myself, what does my conscience say? Sometimes I went against majority abuse, but I also knew that I was right.
