The church is a quite significant global operation. They don't actually have state capacity in the sense that state capacity, lisarianism might approve of right state it. Yet there is a case that the church needs more employees and a more efficient and centralized bureaucracy. It's still much more of a court model than a bureaucratic model. And pope after pope has sort of theoretically tried to change this, and has not succeeded.
