What Can the Commission, the Council Do in Principle to Enforce Fiscal Surveillance?
No one can force a member state to follow adopt and follow a particular multiannual net expenditure path. The enforcement would happen through a thing called the excessive deficit procedure. And there will also be the continued possibility of sanctions in the form of fines, which is currently in the system.
