The non-theoretical man to Nietzsche is so important because he exists where the spell of culture has failed, and where the polity is at a danger of crumbling. The measure of a society is the degree to which it can produce such great individuals. Greece far exceeds Rome in this respect, even though Rome's pragmatic worldly and martial qualities might lead us to believe that the Romans would be his favorites among antiquity. He is always definitively more Greek because the Greeks succeed in the task of culture.
