For the modern mind, the notion of law seems to have bifercated. Law as assertion about how nature happens to behave, not about what should happen. Human beings might try to plate or control nature, but we do so as somehow impinging our will on nature from the outside. For aquinas, what is natural is what bears within it its own principles of action.
