The Future of Contracts in C++ 26

So we called us the contract MVP this is kind of going to be the first first version of contracts which we can get agreement on. We just have you know syntax as the last open question so if we can manage to come to consensus on that between now and Kona in November I think we're still on track to make that plan happen for C++ 26.
