Russian propaganda is claiming that this kind of damage could have been caused by a Russian missile diverted or intercepted by Ukrainian air defenses. With the evidence we have right now, and probably with the evidence we'll ever have, I can't prove that this was an intentional strike on a facility. All I can say is that that's happened before, and it's done so often that it's not a mere mistake if you look over time. But it is also correct that Russia is firing lots of missiles at Ukraine. Ukraine is shooting more and more of them down, and so the debris is often landing on inadvertent places, including civilian buildings. That is happening, and in fact last year we saw
