I would only make the claim that a perpetrator is trying to appeal to their sort of local peer group, not to some sort of national culture. And oftentimes there's going to be disagreement between the sort of overarching national group and the sort of local group. But I'm totally willing to acknowledge that this is, that you relying on perpetrator accounts of this sort introduces all sorts of potential biases and it has to be taken with a major grain of salt.
