The State's Plan to Keep People in Hotels

CNN's John Sutter talks with a man who is staying in hotels. He says the LEC has taken money that would have gone back to the state and spent it on these hotels. The program doesn't look like a long-term plan, he says: "It's just hotels with some case management by LEC folks"
