The First Governor of Taiwan
In 1887 Taiwan was made a province in its own right called Fujian Taiwan Province. Liu Ming Quan began his reforms he built on top of what had already been started by Shenbao Chen. Despite Shirlong's convincing argument to Kangxi over the past 200 years that Taiwan had belonged to China the Qing rulers didn't do much of anything except keep shooing away foreigners who had grand designs on the place.
